In reply to Your Lordship's Circular Despatch of the 14th March last, I have the honour to transmit for Your Lordship's information the enclosed list showing the defalcations which have occurred in this Colony during the last 15 years with a statement as to how they were dealt with in each case.
2. After consultation with the leading Financial Officers in Hongkong, I have arrived at the conclusion that the present system of obtaining security is of no value except in so far as it concerns the Shroffs or others who actually handle the cash in Revenue and Expenditure transactions and that, having regard to considerations of expense and convenience as well as those of another nature, the requirements of security might be dispensed with in the case of all Officers other than
